On the afternoon of March 5, General Secretary Xi Jinping participated in the deliberations of the Inner Mongolia delegation, and the topic focused on the "dual carbon" work.

"This matter should be considered in accordance with the national layout. The 'dual carbon' target is viewed from a national perspective. Where to reduce it, where it is cleared, where it can be retained, and even where it is necessary to increase energy conservation measures. It must be measured from a national perspective. Besides, the green transition is a process, not an overnight thing. It must be established first and then broken, not before being established. Sun Yat-sen told you an interesting story back then, satirizing some people. The general secretary went on to tell this story: There was a man who was working as a coolie by the pier. Every day, he held a bamboo pole to pick things out for others. One day, he bought a lottery ticket and hid it in the bamboo pole. Suddenly I found that the number I bought had won the jackpot, and when I was happy, I threw the bamboo pole into the river, thinking that I would never have to do this kind of coolie again in my life. It was only when they arrived at the prize-receiving place that they found that the lottery ticket had been thrown into the river with the bamboo pole.


"This is the bamboo basket to draw water, so carbon reduction must grasp the principle of establishing first and then breaking." The general secretary's words are meaningful.
